城市道路平面交叉口现状分析和控制方案设计——以昆明市教场中路与教场北路交叉口为例

道路交叉口的交通信号控制,旨在通过减少平面交叉口内交通流所产生的冲突点和交织点,提高路口的通行能力,使交通流在交叉路口内能够确保安全并快速通过。城市道路交叉口往往交通流情况复杂,人员密集,交通流量大,一旦缺乏有效的交通控制方式,极易造成交通秩序混乱并引发交通拥堵。本文通过对昆明市一个道路交叉口交通现状进行调查与分析研究,设计并提出合理有效的交通控制方案。     

Aleksandr Dugin and the ideology of national revival: Geopolitics,Eurasianism and the conservative revolution

This article examines the emergence of Aleksandr Dugin as the leader of the Eurasian Movement and later Party in Russia. For much of the 1990s Dugin was a prominent intellectual among the Russian nationalist‐communist opposition, moving from the position of ideologue of a fringe political party ‐ Edvard Limonov's National Bolsheviks — to advisor to the communist speaker of the State Duma, Gennadiy Seleznev. Dugin's ideology combined an anti‐Western interpretation of geopolitics with mysticism, Aryanism, conspirology, authoritarian statism and Eurasianism. Dugin's expanding set of Internet sites became an ideological empire of a virtual society. In 1999, in the aftermath of the NATO intervention in Yugoslavia, Dugin saw an opportunity to move from the marginal opposition to the ideologue of the post‐Yeltsin president. In this capacity, Dugin and his Eurasian Movement emerged as prominent supporters of Vladimir Putin, whom Dugin identified as the embodiment of the ‘Eurasian capitalist’ model of statist development. Dugin developed a close working relationship with Gleb Pavlovsky, a spin doctor for Putin's Kremlin. In the aftermath of 11 September and Putin's move towards supporting the United States in the war on terrorism, Dugin has continued his nominal support for the president, even as he has criticized his pro‐Western policies as anti‐Eurasian and a threat to Russian interests.     

东南亚国家人口红利模式研究

经济增长与人口结构的转变密切相连。东南亚主要国家人口抚养比现在都进入了一个下降通道,其中各国少儿抚养比的下降幅度都很大,但老年抚养比的变化各不相同,有的已率先进入老龄社会,有的则正处于人口红利期。因为人口结构不同,东南亚各国的经济发展模式也迥异。马来西亚采取了鼓励生育、加强人力资源开发、吸引周边国家劳动力的发展模式;菲律宾则在实行控制人口增长政策的同时,采取了向周边国家输出剩余劳动力的模式;印尼和越南则是在控制人口生育率的基础上,既采取多元化吸收劳动力的措施,同时也采取向海外进行劳务输出的模式;而泰国的模式则是一方面加强人口生育率的控制,另一方面,又实行对外开放、吸收外来劳工并实行多元化经济发展。     

论我国警务改革的优选之路——以动因分析为视角

警务改革有来自警察组织内外两方面的动因。由动因决定和选择的改革之路具有无可替代的优越性。文中从探求引发此轮警务改革的动因入手,反推出我国警务改革应该选择以"无增长改善论"为指导的融合社区警务和反应警务的政治建警模式这一优先发展之路。     

Regional councils of governments at the crossroads: implications for intergovernmental management and networks

Councils of governments (COGS) have been subjected to powerful forces of change in the 1980s, due principally to drastic reductions in federal financial support. To survive, the councils have had to become more entrepreneural, to extend themselves in new directions They have scanned their local and regional task environments intensively for opportunities to form and/or join new networks and to provide more services in traditional and in new areas. The new style of council is described in this paper, using a market model. The model emphasizes opportunistic scanning of the regional task environment, and the assessment of issue networks as an iterative process in COG direction setting and implementation efforts.     

An analysis of offer functions of banks and credit unions in Guatemala

Economists have sought to identify institutions which might fill the gap in household access to credit arising from rationing by formal lenders. Credit unions have been identified as institutions which might use informational and monitoring advantages to fill that gap. Using information on household perceptions of their access to credit, this article analyses the impact of certain credit unions on the access to credit of households in Guatemala. Regression results indicate that credit unions serve markets unserved by formal lenders and that information on household perceptions of their access to credit is important in making inferences about lender lending activities.
